Besides Police FC, Otto has previously featured for Sports club Victoria University (uganda), Express Football club (Uganda), AFC Leopards (Kenya ) and African Lyon (Tanzania).
Meanwhile, the Cops have already completed the signing of Proline FC captain Kevin Obua who joined them on a two year employment contract.
They also acquired the services of former Lugazi FC and BUL FC striker Gerald Ogweti.
Police FC will return to the topflight division after spending the previous two seasons in the FUFA Big League.
