IGG letter to Magogo is just smoke, lusaniya lwa Mputta- Misagga

David GOMBE

Former SC Villa president and veteran football administrator Joseph Misagga has dismissed the Inspectorate of Government (IGG) letter to FUFA President Moses Magogo as inconsequential, describing it as “Lusaniya lwa Mputta” smoke in a basket with no fire.

In a strongly worded statement titled “Why That Letter is Lusaniya Lwa Mputta, Why Football Law Is Not Your Land Case, and Why FUFA House Is For Foxes, Not Hyenas,” Misagga said Ugandans celebrating the letter are confusing civil law with sports law.

“My phone has turned into a switchboard. Everyone is calling, ‘Mzee you have won! Magogo is finished! Now we shall enter FUFA!’ Hehehe. That IGG letter is of no consequence to FUFA. It cannot change anything apart from rhetoric, propaganda, the Sabulenya cocktail and Facebook likes,” Misagga stated.

“I will not celebrate, I will not drum, and I will not dance Kadodi because of that letter. It is just smoke in the basket. Nakiwoogo cassava lusaniya lwe Mputta: you see smoke and think there is fire, but there is nothing.”

Football Law is Not Your Matugga Land Case

Misagga, known as the Kifuuta Oracle, argued that the IGG operates under the Inspectorate of Government Act, while FUFA operates under FIFA Statutes, CAF Statutes and the FUFA Constitution approved in Zurich.

He cited FIFA Statutes Article 14(1)(i), Article 19 on independence, Article 15 on the supremacy of the Congress, and Article 59 which bans recourse to ordinary courts.

“What does that mean in simple Luganda for my people in Masaka, Gulu, and Mbale? It means the IGG can write 100 letters. It can investigate government money given to FUFA, like CHAN money and AFCON money. That is okay. But it CANNOT sack Moses Magogo. It CANNOT dissolve the FUFA Executive. It CANNOT order fresh elections,” he said.

“If it tries to force it by force, FIFA will not punish Magogo. FIFA will punish UGANDA. They will ban the Uganda Cranes. They will ban Vipers and KCCA from CAF. They will lock FUFA House and throw the key into Lake Victoria.”

Graveyard Full of Banned Countries

Misagga warned that history is full of examples where government interference led to FIFA bans.

“Ask your neighbours. The graveyard is full,” he said.

“KENYA, 2022: Sports CS Amina Mohamed said FKF is dissolved, we have put a caretaker. FIFA replied in 24 hours: Kenya, you are banned. For nine months, Kenyan football was eating grass. The government knelt down and brought back FKF.”

“ZIMBABWE, 2022: The Sports Commission suspended ZIFA. FIFA said Banned. Zimbabwe missed AFCON qualifiers. NIGERIA, 2014: Government took over NFF offices. FIFA gave 48 hours: Vacate, or you are banned. GHANA, 2018: After Anas exposé, government said we have dissolved GFA. FIFA said we have banned Ghana.”

He added: “When you bring an IGG letter to a FIFA member association and think it is a nuclear bomb, you are holding wind. You are holding nsenene in a basket with holes in Nyendo.”

Who Can Remove Magogo?

According to Misagga, there are only three ways to remove the FUFA President.

“The FUFA Constitution says loud and clear: THE FUFA ASSEMBLY IS THE SUPREME BODY. Not IGG. Not the Minister. Not Facebook warriors,” he noted.

“One, the 88 delegates of FUFA Congress sit and vote with a two-thirds majority under Articles 23, 24 and 30. Those 88 know where the bread is buttered. Two, Magogo himself decides at his own pace to retire, like Blatter, like Platini. Three, the FIFA Ethics Committee in Zurich after a full football judicial process.”

Fox Vs Hyena

In his most pointed attack, Misagga said those celebrating the IGG letter are acting like hyenas while Magogo is a fox.

“If you want to sit in FUFA House in Mengo, you have to learn from the Fox, not the Hyena. The Hyena is noisy. Waa waa waa, we have got him! It runs around with a stolen bone, posts on Facebook. By morning, the bone is gone,” he said.

“The Fox is quiet. The Fox knows every hole. The Fox visits the delegate from Karamoja at night. Pays school fees for the delegate’s child. Knows Article 21 says you need four nominations. Builds alliances for four years. Reads the constitution like a Quran. Magogo is a Fox. Pure Fox.”

Misagga called for an Indaba – a private, no-camera meeting  to discuss accountability and succession, instead of what he called “weekend wars.”

“The IGG letter will be filed. FUFA will reply with 10 pages of law, quoting FIFA Statutes. FIFA will watch from Zurich and say, Don’t touch our member, or Uganda is out. And football will continue on Saturday at Kitende,” he concluded.
