Election Roadmap for 2026/2030 USSSA Term Unveiled

The Uganda Secondary Schools Sports Association (USSSA) has unveiled the electoral guidelines for the 2026–2030 election term.

The development was confirmed on Wednesday at GNS Plaza Old Kampala at the event presided over by President Emeritus Patrick Okanya.

Representing USSSA President Justus Mugisha and the press briefing was Apolot Harriet with USSSA CEO Christopher Banage also in attendance.

Elections will be conducted at district, zonal and national levels, with voting at all stages taking place through secret ballot and winners determined by a simple majority.

District Elections Set for July 20

The first phase of the electoral exercise will be held on Monday, July 20, 2026, at respective District Headquarters across the country from 10:00am to 2:00pm.

Each secondary school will be represented by two delegates, comprising the Headteacher and Games Teacher or their representatives. Delegates must be professional teachers from schools that have participated in USSSA activities and registered on the USSSA online system during the 2025 and 2026 calendar years.

The positions to be contested at district level include;Chairperson, Vice Chairperson, Secretary, Assistant Secretary, Treasurer, Organizing Secretary, Secretary for Women, Three Committee Members and ASSHU Representative (Ex-officio).

Nomination of candidates will run from July 3 to July 16, 2026, with nomination forms submitted between July 10 and July 16. Candidate lists will be displayed on July 18, 2026.

Zonal Elections Scheduled for July 25

The second phase of the electoral process is slated for Saturday, July 25th 2026, at designated Zonal Headquarters, which will be announced by the Returning Officer.

Voting will also be conducted between 10:00am and 2:00pm, with each district sending a maximum of five delegates who must be members of their district executive committees.

The zonal executive positions up for election include Chairperson, Vice Chairperson, Secretary, Assistant Secretary, Treasurer, Organizing Secretary, Secretary for Women, Coordinators for various sports disciplines and ASSHU Representative (Ex-officio).

Nominations for zonal positions will be conducted from July 20 to July 23, 2026, while candidate lists will be published on July 24, 2026.

National Polls to Be Held USSSA headquarters at GNS Plaza in Old Kampala

USSSA’s national elective assembly is scheduled for Saturday, August 1, 2026, at GNS Plaza, Old Kampala, beginning at 10:00am and ending at 2:00pm.

Delegates from the five regions—Buganda, Eastern, Northern, Kampala and Western—will elect the national executive.

Positions to be contested at national level include President, 1st Vice President, 2nd Vice President, 3rd Vice President, Secretary for Women and Regional Representatives.

National nominations will take place from July 25 to July 29, 2026, with candidates’ lists displayed on July 30, 2026, ahead of polling day.

Eligibility and Voting Rules

USSSA emphasized that all candidates must be professional and registered secondary school teachers attached to Ministry of Education and Sports-recognized schools.

Candidates seeking positions of Chairperson, Vice Chairperson and Treasurer at district and zonal levels must be substantive Headteachers or Directors of recognized secondary schools possessing at least a degree in education. Secretaries and Assistant Secretaries must be practicing classroom teachers, while the Secretary for Women position is reserved for female candidates.

The association further stated that proxy voting will not be permitted and that delegates will cast only one vote each. In the event of a tie, up to three rounds of voting may be conducted before the winner is determined by drawing lots.

Joseph Okodeu Opio has been named as the Chairperson of the Electoral Commission that will oversee the election process. Richard Barigye, Hellen Wataba, and Angella Aguti Ogwal are the other members on the electoral commission.
