In the second leg, Kayondo tapped the visitors in the lead at the stroke of halftime.
The home side however improved in the second period with Basani a former Police player restoring parity with a well taken penalty in the 55th minute before Nasru completed the comeback seven minutes later.
Police finished the game with 10 men following custodian Faisal Kanene’s red card.
The Cops held on and will play the aggregate winner between Vipers SC and Bright Stars in the final slated for next month at Akii Bua Stadium in Lira.
Vipers lead Bright Stars 4-0 on aggregate and the two sides will meet again for the return leg on Tuesday next week at Kavumba.
